Handcuffing Principles:
APPLY, ADJUST, DOUBLE LOCK, CHECK.
Handcuffing Safeguards:
• Approach the prisoner from the safest angle using the bladed body position.
• Remain Alert and Prepared for sudden resistance.
• Adopt a good tactical position and maintain control by keeping the prisoner off balance.
• Ensure that the handcuffs are double locked to prevent shimming and then check by pulling and pushing on the
swinging handcuff arm.
Handcuffing - Transporting:
- Caged vehicle – Seated in cage with hands to the front and palms facing outward.
- Sedan – Seated in the rear seat behind the observer with a seat belt on.
Police long baton:
- Manufactured from spun aluminium.
- Hollow in construction.
- It is 3.175cm in diameter throughout its length, 66.04cm long and weighs 540 grams
Expandable baton:
- is manufactured from 41/40 grade alloy steel.
- It is 51.28cm in length (expanded) and 19.74cm in length (closed), and
- weighs 462 grams.
Strike Areas for Baton:
Primary - The leg, from below the hip to the toes.
Secondary - The arm, from the point of the shoulder to the
fingertips.
Seven Advised Non-strike Areas for Baton:
- Head and neck.
- The facial area.
- Throat area.
- Nape of the Neck and Base of the Skull.
- Lower Spinal and Kidney Region.
- Thoracic (Chest) and Abdominal (Stomach) Areas.
- Groin.
Defensive Spray: First Defence Mk3 .4%
- 3 .4% Major Capsaicinoid Content
- Maximum range of 3.5 metres
- Minimum 90 centimetres when spraying OC at a subject’s face.
- Shelf life – 5 years.
OC SPRAY -
Operational Considerations - Deployment Indoors:
Room Size:
• Officers also in the room will be exposed to secondary
contamination of OC.
Exits:
• Exits from the room or building should be physically
monitored so the subject can be properly contained and
controlled.
Air Conditioners:
• May be drawn into the system and recirculated throughout the building.
OC SPRAY -
Operational Considerations - Deployment Outdoors:
Wind:
• May reduce range and effectiveness and possible
contaminate the officer.
Rain:
• Cause reduction in effect of OC spray.
OC Spray -
‘Tactical movement’:
• SPRAY => MOVE => ASSESS
OC Spray - 7 Decontamination steps:
• Control subject /offenders who have been sprayed, using
verbal communication and physical restraint.
• Instructions to the subject /offender to remain calm and not to rub the eyes. Tell them they must obey all instructions.
• Removal of affected person from the spray area to an area of fresh air, reducing the possibility of secondary contamination.
• Reassurance that the effects will wear off shortly and that
you have the knowledge/ability to help them.
• Decontaminate using procedures such as applying cool water to affected areas. More extensive decontamination, such as showering, can take place when operationally safe.
• Medical seek assistance from ambulance or hospital casualty
staff.
• Observe the person until the effects have worn off.
Extraordinary Effects of OC Spray:
- Deteriorating consciousness.
- Rapid breathing rate (more than 20 breaths per minute).
- Shallow, restrained or difficult breathing lasting more than two to three minutes.
- Audible wheezing or noisy breathing.
- Blue discolouration of lips and tongue (cyanosis).
- Chest or neck pain.
- Profuse sweating.
- Vomiting or sever dry retching.
