- Aimed to involve government, the TUC and, CBI in agreeing wages, prices, investment and , benefits.
- Many on the Conservative right, such as Enoch Powell, criticised this

From the start of Heath’s government what was experienced?
A
- Strikes e.g. Docker’s Strike, a large pay settlement for dustmen, a postal worker’s strike and ‘go-slow’ by power workers which led to power cuts

What happened during the Industrial Relations Act?
A
- The TUC voted to not cooperate and called on individual unions to refuse to register. The CBI were also opposed
- This made Heath and his government seem helpless to do anything and encouraged more unions to increase their demands, which led to more strikes
- There were major strikes by 1972: by the minters, ambulance drivers, fire fighters, civil servants, power workers, hospital staff and engine drivers
- 1972 saw the highest number of days lost in strikes since the General Strike of 1926 - 23,909,000
