What 3 aspects of the lords gives control over the commons?
Inability to be whipped, control over legislation, life peers
Why can’t lords be whipped?
Life peers can’t be removed, crossbenchers arent influenced by parties, most lords members are back benchers
How does the lords have control over legislation?
Can delay or pass bills, can delay for up to 1 year
What act reduced the time the lords can delay bills and when?
Parliament act, 1911 limited to two years, 1949 to one
How does the existence of life peers give the lords control?
They stay for life and can’t be kicked out, can’t easily be replaced
What 3 aspects of the commons give them power over the lords?
Existence of whips, ultimate control over legislation, more democratic
How do whips give the lords control?
Makes sure legislation gets passed, keeps parties united
How does legislative control give the commons control?
Bills that can’t be agreed upon get deferred to commons, Salisbury convention restricts lords power, lord only delay bills for a year
How does a democratic mandate give the commons control?
Weren’t elected by the people so have less power and influence, commons elects the lords
