(The person must of been previously in contact with this Allergen to have created a previous sensitisation in the body)

Yes
They have an Ag-Ab (antigen-antibody) dependent interaction

How are Type IV hypersensitivity (delayed) reactions mediated?

Mediated by cells; lymph, T cells etc
