Why were Britain concerned in the late 1880s
A
New powers were arising e.g Germany in 1871 became a united country and had merchant ships which posed a threat to Britain’s control of the seas

France = armed forces expanding, navy developing, foothold in Indo China 1860s Russia = extending in Asia - bordered Afghanistan in 1884 and had plans for a rail network which posed a threat to the Raj. Plans to expand into North China
