What is a criminal investigation?
An investigation conducted by police officers to ascertain whether a person should be charged with an offence or if a person charged with an offence is guilty.
Who is an investigator?
Any police officer involved in a criminal investigation, responsible for duties under the investigation code.
What are the 5 Pillars of Investigation?
- Preserve life
- Preserve scene
- Secure evidence
- Identify victims & witnesses
- Identify suspect(s)
What does ‘Preserve Scene’ involve?
• Can include people, vehicles, and objects
• Remember suspect’s entry/exit
• Consider the victim and risk of cross-contamination
• Use cordons and crime scene logs
What does ‘Secure Evidence’ involve?
• Think as widely as possible
• Preserve the scene
• Aim to obtain blood/DNA from suspect and victim
• Link suspects to the scene (fingerprints, CCTV, receipts, etc.)
What does ‘Identify Suspects’ involve?
• Early arrest enquiries
• Follow legislation (e.g., PACE, Human Rights Act 1998)
• Conduct person/premises searches
• Seek specialist guidance when needed
What does ‘Secure Evidence’ involve?
• Think as widely as possible
• Preserve the scene
• Aim to obtain blood/DNA from suspect and victim
• Link suspects to the scene (fingerprints, CCTV, receipts, etc.)
What does ‘Identify Victims & Witnesses’ involve?
• Don’t assume
• Capture detailed witness information
• Use MetCC call logs
• Use House to House enquiries
• Check PNC and CONNECT systems
What is an ethical investigation?
• Conducted with integrity, common sense, and no bias
• Avoid heavy-handed/discriminatory tactics
• Maintain balance between involved parties
• Aid prosecution through evidence
• Maintain a professional, victim- and public-focused approach
