Fraternization and Military Civic Action.

A
  1. Women should not molested. They should be treated with respect.
  2. Looting under the pretext of collection of souvenirs must never be permitted.
  3. Nothing should be taken forcibly from the people. Everything should be paid for.
  4. No forced labor should be taken from the villagers; the services rendered by them should be promptly paid for.
  5. Village elders, religious and school teachers should be treated with respect.
  6. The villagers should be treated in a considerate manner, they should not be tortured beaten or bullied.

Military Civic Action should be based on the following principles.

A
  1. A project originated by the local people and then adopted by military unit is more desirable and has a greater chance of success than one conceived elsewhere.
  2. A project must have short completion time or have phases that provide frequent opportunities to evaluate its effectiveness, the continuity of the project till its completion, must be catered for.
  3. The result should be visible to the public.
  4. The result should demonstrate to the public the benefits of an association with the military and civic authorities.
