What are the goals of tactical concepts?
1) diminish the possibility of resistance through the application of proper tactics
2) raise the level beyond what the threat is willing to bear
3) create an advantage for out and disadvantage for the threat- proper tactics increases officer/citizen/threat safety and decrease use of force
