Regulators are organisations that monitor and supervise particular markets to ensure businesses are acting in the best (for example financial ombudsman, ofsted)

Monitoring and reporting (For example: Ofsted will examine a school and report back to a government body)
Setting standard for improvement
Advising (often by experts in a particular field)
Making recommendations for government policy in relation to the industry
