What do the Regulations require regarding

A

(a) The Mine Manager must ensure that in each Winding Room, a suitable & sufficient apparatus is provided to extinguish any fire.
If the Winding Room is in a head frame, tower or shaft:
- Precautions are taken to ensure any flammable substance in the winding engine or other apparatus in the head frame does not enter the shaft.
- Each Winding Room contains a suitable & sufficient apparatus to extinguish a fire automatically.

The Mine Manager must ensure the Winding Room is kept clean & free of any unnecessary combustible material.

(b) Before any rope can be re-used, the Mine Manager must ensure a complete history of the rope & details of its purpose are submitted to the District Inspector & approved.

The regulations impose a limit on the working time of a person in charge of a manually operated winding engine.

How long can such a person work in any 24 hour period.

(a) Under normal circumstances?
(b) In emergency situations?

A

(a) Must not work more than 8 hours in a 24 hour period.
(b) In an emergency, may work more than 8 hours but not more than 12 hours in a 24 hour period.

In an emergency means a serious breakdown of plant, machinery or mine workings which could affect the safety or security of the mine.

What indicators and gauges are required for a winding engine?

A

The Mine Manager must ensure:

  • Each winding engine is fitted with a gauge or other instrument that indicates the power availability to the engine.
  • Each winding engine (except hoist) is fitted with a depth and spread indicator driven from the driving shear or drum shaft.
  • An electric winding engine must be fitted with an ammeter that indicates the level of electric current being drawn.

A manager of a mine must ensure that a winding engine driver must record certain ‘shift records’ in the winding engine log book.

What are these ‘shift records’?

A

The winding engine driver in charge of each shift must record in the winding engine log book:

  • Any peculiarities in running the engine.
  • Any defects in the engine or winding component which the driver considers warrants repair.
  • Any accident or incident that occurs in relation to the winding system.

If two or more drivers are employed on the same winding engine and any defect in the working of machinery is recorded the drivers must make an entry in the book confirming or commenting on the original entry.
