What is Clause 1 for SWA-02?

A

Authority Number and Date
Printed booklets of the SWA-02 form are uniquely numbered 2001 and 2999. The day and date will be entered at the time of preparation SWA’s must stay in book (do not remove)

What is Clause 2 for SWA-02?

A

Operator Disabled
Identifies the Rail Vehicle i.e Train 200, Tamper 665 and the location where the SWA-02 authority is being transmitted to, will be the end of train where relief will be supplied from and allows for protection of train
When the SWA-02 is issued to a:
- Multi Line area must include line, (e.g Operator of Train 200 at Pukekohe platform on Up Main),
- Meterage peg/meterage, the location must also include the names of the stations the meterage is between and the line that is being occupied (e.g. Operator of No. 201 at 643.41km (NIMT), Down Main)

What is Clause 3 for SWA-02?

A

Protection
Clause 3 must be used to identify whether
A) Detonator Protection or
B) Detonator Protection cannot be provided. This may be due to physical restrictions i.e. bridge with no walkway, train in cutting and Operator unable to get past the train

A

Single Line Areas - Pass Signal/Block Entry
Clause 5 must be used to identify when the movement is operating in or proceeding into a Single Line Area, then enter the Signal Number, (Departure, Starting or Intermediate) or Block Entry Board which requires to be passed at “Stop” and proceed in accordance with fixed signals to the disabled train. See Clause 7

A

Multi Line Area - Pass Signal/Block Entry Board
Clause 6 must be used to identify the movement is operating in a Multi-Line area, then enter the Signal Number, (Departure, Starting or Intermediate) or Block Entry Board which requires to be passed at “Stop” and proceed on the (insert) the line being used in accordance with fixed signals to the disabled train. See Clause 7

What is Clause 7 for SWA-02?

A

Stop Train at Signal No
Clause 7, this Clause is used only in conjunction with either Clause 5 or 6, when the relief locomotive is entering a block section and will also be provided with the authority to pass the Absolute (Stop and Stay) Intermediate at Stop. The Operator receives the complete instructions before entering the affected Block Section, however the train must stop at the signal entered in this clause and then proceed at Restricted speed

What is Clause 8 for SWA-02?

A

Remove Train to Instructions
Clause 8 is used to identify the train, or portion of remaining train to be removed, providing further instructions indicating the direction that the relief is to assist to, in accordance with fixed signals or Station Entry Board.
Note: This is an authority for a relief train to set back or propel with the disabled train to clear the section

What is Clause 9 for SWA-02?

A

Points
Clause 9 must be entered with details of interlocking enrolee for which the initial movement has been authorised. Motor points in all cases that do not have confirmed indication must be isolated and secured and Switch Locks secured.

Rail personnel instructed to set and secure points must confirm the setting with TC

What is Clause 10 for SWA-02?

A

Other Instructions
Clause 10 must be used to enter additional safeguards and instructions for the safe relief of the disabled train
e.g.
- When a SWA has been issued and the scope has changed, use Other Instructions clause 10, to cancel the previous SWA
- If relief train becomes disabled, use this clause to cancel the SWA for the relief only (now disabled) on the SWA issued for its relief
SWA for first disabled train will be cancelled by using this clause to cancel the initial SWA when the new relief is issued a SWA (both first disable and new relief will be issued the SWA)

TC enters Name Signature (reads out initials and surname) and after read back confirmed correct, endorses the time. The Signaller involved with the safety assurances must be provided a copy before the Operator, this must be repeated correctly, inserted signallers name and time of correct repeat

The Operator must advise TC when they are clear and complete of the limits of the SWA. Endorse the clearance received time and cancellation of the authority

Verify Disabled Train Location

A
  • Establish where relief is being provided from
  • Verify with Operator the direction of relief to
  • Establish exact location of disabled train
  • Line
  • Direction of travel
  • Location on line in relationship to
    • Full or 1/2km peg
    • Tunnel portal
    • Signal, Points Indicator or Intermediate Board, or
    • Main line points
    • Level crossing meterage
    • Traction pole meterage
    • Station platform
  • Confirm protection being used
  • Confirm with Operator that this train/rail vehicle is complete
  • On board systems confirm train complete or
  • Operator to physically establish train complete (rear of train)

Check that authority will not conflict with other train/track occupancies

  • Establish position of all other trains/rail vehicles in the block section and adjacent lines
  • In multi-line areas with traffic in both directions, ensure that an opposing train has not been wrong routed so as to conflict on the affected section and line

Check that the route is correctly set and protected by…

A
  • In Automatic Signalling areas carry out indication re-check on the opposing block entry signals in accordance with local instructions and
  • When points detection is not indicated ensure that the points have been isolated and are correctly set and secured for the intended route (i.e. points 3a, 3b and sometimes 3c secured at)
  • Attempt to clear the signal/route to ensure interlocking is locked, if fault lifts
  • Apply blocking to the section concerned to prevent conflicts with other rail vehicles and track occupations
  • Where a Local Signaller controls the interlocking at a station, signaller must confirm that
    • the correct route is set for the movement (advising all isolated points in route)
    • the signals/points been collared/tagged/blocked to prevent conflicts with other rail vehicles and track occupations
    • they have received the SWA and repeat it back correctly (The authority must be sent to the signaller first)
  • Switch in Local Signal Boxes where possible to assist with recovery of train

Undertake additional checks before authorising setting back of the disabled train…

A

If a train is to be recovered to the station in the rear before the SWA is issued to Operators
- Established that there are no following movements in the section behind the rear of the disabled train and the station in the rear
- If any a track occupancy that have been authorised after a train/rail vehicle has entered the block section are clear of the line
- If a train crossing/waiting to use the affected line, at the crossing station in the rear, the Operator of the opposing train must be verbally informed
- Signaller at a station in rear (when locally controlled) is issued SWA-02

Prepare and Transmit the Authority by…

  • Draw the area for which the SWA-02 is to be issued on the TC diagram in blue pen
  • Prepare the SWA-02, the authority number being circled beside the blue box
  • Must transmit SWA to the local Signaller (by email, fax, hand, phone or radio,) and obtain a correct repeat, which is endorsed on the form with the Signaller’s location and correct repeat time
    Note: When a local Signaller is involved in the safety assurances they must be provided a copy and repeated correctly before the Operator
  • Must transmit SWA (by radio, phone, fax) to the Operator and obtain a correct repeat
