When are TSR’s imposed?

A
  • TSR’s must be imposed whenever work or conditions will affect track or structures to the extent that the maximum line speed must be reduced.

What 6 things must TC be advised of when there are planned speed restrictions?

A
  • Meterage of the start & finish of the restriction, the station between which it is to be imposed & in the case of multi line, whether it will affect the up, down or both lines.
  • The restricted speed required.
  • The date of commencement.
  • The hours applicable - full time or defined hours only.
  • The probable duration of the restriction.
  • The reason for the restriction.

What must TC do when it is necessary to temporarily reduce the speed of trains due to an unplanned event?

A
  • TC may be required to immediately apply a speed restriction.
  • Immediately on arrival at the defective location the infrastructure personnel must contact TC.
  • TC must arrange for the operators of all trains which will pass over the defective location to be advised particulars until the restriction is notified in the access provider’s speed restriction system or by bulletin.

What must infrastructure personnel do when there is a unplanned speed restriction?

A
  • Infrastructure personnel once onsite must erect TSR boards unless the defect is able to be immediately resolved.
  • TC must be advised when the boards are in place.
  • A temporary mixture of outer & inner speed boards may be erected, however full size boards must replace the temporary miniature within 72hrs of the restriction being applied.

What happens when there is a delay when erecting TSR boards?

A
  • When infrastructure personnel advised there will be a delay in erecting boards, TC is to advise the NCM, who will arrange with network services management for boards to be erected within a timeframe which is so far as reasonably practical. In such cases modification of this rule will be authorised by issue of a special bulletin.

When there are restrictions within a PWA, what do RPO’s and TC do?

A
  • RPO - Must ensure that the C & T boards are erected to identify the commencement and termination of each restriction. The RPO must advise TC of the TSR(s)
  • TC - Must arrange for the operators of all trains/rail vehicles which will pass over the defective location to be advised of the particulars of the restriction.
