-compliance program= welfare recipients owed money to cth= based on assumptions using annual income to estimate average fortnightly income
= unfair as it was an automated system=reversed onus to prove now owe debt–> admitted error in fed court

-Kathryn Campbell (former Department of Human Services secretary) told royal commission she
accepted federal cabinet was misled when the robodebt scheme was approved
admitted to a “significant oversight” when a submission to cabinet falsely said there was “no change” to how debts would be assessed under robodebt
rejected suggestions this “oversight” was deliberate
ministers:
-Ministers told Royal Commission they were never briefed by public service re robodebt’s legal issues until late 2019
-PM Scott Morrison (who ordered the scheme be established in 2015)
