What is a dispensation?
A temporary authorization to sail while not satisfying a specific mandatory requirement or regulation on justified means
What is an exemption?
An agreement from the issuing authority that the vessel may deviate from a specific mandatory requirement or regulation on justified reasons
What must the master do on discovering a defect onboard which effects the vessel’s certification?
The master must report any defect to the issuer of the cert (flag or class) and, if in a foreign port, to the local authorities (port state) ASAP

To harmonize survey intervals in order to reduce impact on a vessels schedule and therefore save time and money

What is the international foundation of the HSSC?
HSSC originated from the International Conference on the Harmonized System of Survey and Certification and has gradually been integrated into more and more conventions over time.

What is an intermediate survey?
An inspection of specified items relevant to the cert to ensure they are in satisfactory condition and fit for the intended service
Occurs 3 mos before or after the 2nd or 3rd anniversary, replacing either 2nd or 3rd annual survey once within the five year validity of the cert.

What is the standard max term for most HSSC certs?
Five years (except the passenger ship safety cert which is yearly)

What is a periodical survey?
An inspection of the items relating to a particular cert to ensure they are satisfactory, but unlike an initial or renewal survey, it is a midterm survey and does not lead to the issue of a new cert.
Under HSSC, periodical surveys are only found under Cargo Ship Safety Equipment and Safety Radio certs.
