Active Shooter Intervention
Tactic used where: Suspect firing shots Access to/control over known victim In large building or open area Delayed response will likely result in death
Barricade
Tactical situation where:
1A) Suspect/s, armed or not, have asserted control of a structure, vehicle, or area, whether fortified or not;
1B) Situation where suspect/s preventing another person/s from voluntarily leaving through threatened or use of forces, and
2) Refusing to comply with law enforcement to surrender
Buy Bust
Tactic used during undercover transaction and suspect/s arrested in close proximity
Criminal Fleeing or Hiding
Any subject wanted for or suspected of committing a criminal offense, that is attempting to avoid detection or apprehension
Crisis Entry
Tactic situation where:
Swift and immediate action necessary to respond to an on-going, life-threatening situation because the suspect/s is likely to engage or is actively engaged in conduct likely to result in death
Exigency
1) When probable cause exists:
a) protective sweep, hot pursuit, protection of evidence, to get a warrant, but due to an immediate emergency it is unreasonable to get a warrant
2) Due to an emergency, immediate need for police action
a) medical, suicide, gas leaks, water leaks, fire
High-Risk Vehicle Stop
Use of marked patrol units to stop felony and/or potentially dangerous suspects
High-Risk Suspect
Suspects who are reasonable believed to be armed or dangerous,
or by the nature of their crimes, or prior crimes, have the potential to be armed or dangerous
Knock and Talk
Lawful actions on part of police designed to elicit consensual encounter with no force, threats, or coercion
Protective Sweep
Quick and limited search of premises based on reasonable suspicion (lawfully inside a premises) or probable cause (if outside a premises) conducted to:
1a) protect safety of officers, or
1b) Prevent imminent destruction or removal of evidence
2) When officers have specific and articulate facts that the area harbors someone
a) posing a danger to officers or
b) is imminently destroying evidence
Search Warrant
An order in writing issued in the name of the state, signed by a magistrate, and directed to peace officers, commanding them to search for personal property, persons, or items therein
Street Jump
Use of unmarked surveillance vehicles to block a suspect vehicle who is not aware of police presence with intent of affecting arrest
Key is element of surprise (natural stop at location of our choosing)
Vehicle Assault
Coordinated tactic intended to rescue hostages from an occupied vehicle
Search warrant Level 3 Entry (High Risk)
Initiated by SAU when:
- Reasonable belief danger exists to the safety of officers, occupants, or citizens
- Occupant/s or suspect/s known to be armed and dangerous
- Suspect/s have history of violence, a high likelihood of violence, and/or known access to weapons
- Occupant/s or suspect/s made threats against officers
- Structure is fortified
