Train Control Visitors Instruction
Need NCM approval
Keep low volume and not be a distraction, no phones or photos in Control Room
Overloaded and Imbalanced Wagons Instruction
CIMW will send us an alert on Real flex and via email when there are overloaded or imbalanced wagons and we will relay the actions required based on the level and type of alert
Emergency Calls Instruction
Emergency calls must be answered as a priority over other tasks and actioned or transferred to the controller in charge of the area
If you cannot get a hold of the controller you must take down the details and make sure any necessary actions are taken
For recorded messages you must take down the details and advise the controller for the area as they cannot be transferred
Earthquake Response Instruction
NCM will receive an alert when there is an earthquake and if the intensity is Strong (MM6) or higher all rail movements within 150km of the epicentre must be stopped
Trackside Fire Instuction
When a passenger train is the last through a section where trackside fire has occurred we can ask on-board team to do a visual inspection while travelling and check for the smell of hot brakes, on arrival at next scheduled stop get LE to wheels or brakes for anything hot or jammed on
When freight is last through a section where trackside fire occurs we need to assess if it is a potential source of the fire and the next terminal neds to be advised to arrange an inspection of the whole train on arrival
Any services through the section where a trackside fire has occurred within the last hour can be considered as a potential source
All trackside fires must have an ORA
Traction Switching Instruction
Traction may need to take power off in an area greater than the limits of their planned isolation to access manual switches
They need to call TC first to get permission before undertaking switching and need to give an estimated ETA for how long it will take and what areas are affected
TC must advise any affected electric trains in the switching area of either short power loss or request them to stop while switching is being performed, or delay switching until an appropriate time
EMU’s must not be allowed to un from a live section into a dead section
SPAD Instruction
If you receive a SPAD alarm as well as a vigilance alarm or ETP in-cab alarm or ETCS brake trip the train is to remain stopped and the event must be treated as a SPAD-A
If TC believes the signal was not at proceed for reasons other than just a SPAD alarm the train is to remain stopped and event is to be treated as SPAD-A
If a freight train triggers a SPAD alarm and the signal was not on delay clear for a LX the train is to remain stopped and be treated as SPAD-A
If the train generating the alarm does not fall into those categories TC must verbally ask L to confirm the signal indication of the relevant signal and if reported at proceed can allow the train to continue, TC must immediately notify NCM and arrange a panel replay - NCM to confirm if SPAD was real or false
Signalling Mercer to Pukekohe Instruction
Boundary between AKL South and Waikato is 2502/2504 signals
AKL South will request signals to be cleared and Waikato must approve for the light to clear
If the signal needs to be taken back Waikato must call AKL South to request this
AKL South control the intermediates protecting Logan Rd LX and can cancel and block this signals only at the request of Waikato
Mission Bush Unloading of Coal Trains Instruction
If shunter or LE personal safety is compromised they will attempt to contact Mission Bush, if unable to they will contact TC and request to call Mission Bush to advise the circumstances
Freight and Train Access Instruction
Nominated trains are 210, 211, 217, 218, 219, 228
If a nominated freight train is late by less than 30 min then it must not be delayed more than 10 mins provided metro services are not delayed more than 5 mins
If a nominated freight train is more than 30 min late and will delay metro services more than 5 mins then it can be delayed up to a maximum of 30 mins
All other freight trains can be delayed up to 30 mins to avoid any delay to Metro trains or a maximum of 45 if metro services will be delayed more than 5 mins
