When is a motor vehicle pursuit justified?
When the necessity of the apprehension of suspect outweighs the risk created by the pursuit.
Under the motor vehicle pursuits policy what do members have to continuously do?
Members shall continuously evaluate all circumstances surrounding a pursuit. Is the degree of danger to the public, the pursuit member, and or the suspect is greater than the necessity for immediate apprehension, a pursuit SHOULD NOT BE initiated, or if it in progress SHOULD BE terminated.
TRF – 04 what is the definition of deadly force?
The use of force intended to inflict, or reasonably be expected to cause death or serious physical harm.
Under motor vehicle pursuit TRF – 04, what is the definition of densely populated area?
Thickly settled and or comprised of a business district marked by compactness, pedestrian in vehicular traffic.
Under TRF – 04 what is the definition of objectively reasonable?
This term means that in determining the necessity for the appropriate level of force, officers shall evaluate each situation in new light of the known circumstances including but not limited to:
- Seriousness of the crime
- Level of threat or resistance
- Danger to the Officer, subject, or community. The reasonable reasonableness of a particular use of force must be judge from the perspective of the reasonable officer on scene rather than 2020 vision of hindsight. The force used must be reasonable under the circumstances known to the Officer at the time force is used. Graham vs Connor.
Under TRF – 04 what is the definition of serious bodily injury?
Injury that involves a substantial risk of death, permanent or disfigurement, or extended loss or impairment of the function of a body part or Organ.
Under TRF – 04 what is the definition of vehicular pursuit?
An active attempt by an officer in an authorized emergency vehicle to apprehend a fling suspect who is actively attempting to elude the police.
What are troopers prohibited from doing in pursuits?
Members shall not pursue a flame vehicle into another state, unless:
- The reason for stop is a felony and
- The member specifically authorized by the troop duty officer to continue the pursuit into another state.
- Members are prohibited of pursuits of motorcycles, mopeds and motorized scooters. That is unless there’s eminent threat of death, series bodily harm to the public in officers and remember specifically authorized by the trip to the Officer to continue the pursuit.
What should a member do when they terminate a pursuit?
They shall immediately deactivate all emergency visual and audible systems.
What should the member do if termination orders are given
Immediately be acknowledged on the radio.
When initiating a pursuit what are the factors to consider?
The offense, density of the populated area, volume of the Hcular in pedestrian traffic, probability of every hension, type of vehicle being pursued, availability of assistance, speed and driving behavior, presence of passengers, location, visibility, weather, road conditions, and the time of day as they as well as other circumstances are conditions which mitigate or aggravate hazards Associated with the pursuit.
What are the conditions that exist where members shall immediately terminate a pursuit if any of these exist?
- When the pursuit is for a misdemeanor or non-violent felony
- If radio communications with the troop duty officer cannot be established or -there’s a lapse of communication during pursuit
- When the initiating Officer or Troop to the Officer evaluates or determines that the totality of the circumstances or risk of continuing the pursuit are outweighed by the risk to the public safety and/or
- When order to do so by the troop duty officer or any department member holding the rank of CAPTAIN and above
What is the primary responsibilities for the primary pursuit member?
- Request a code one give you a Cruiser number, location, direction of travel, speed in traffic conditions
- Activate all emergency visual an audible systems
- Provide reason for the stop, vehicle description and Number of occupants in the vehicle
- Continuously broadcast the location, direction, speed, and road conditions
- Operate the Cruiser in accordance with a D — 19 a vehicle use, and 89 section 7B Especially intersections
- Advise of any crashes that may occur
- Ensure that rendering assistance to Injured parties takes presidents over the continuation of the pursuit
- Conduct a comprehensive follow up investigation in the event the operator alludes apprehension.
What’s the responsibilities of the assisting pursuit members?
Shall immediately:
- Notify the trip Duty Office of your participation
- Maintain safe distance behind primary unit but close enough to provide aid
- Assume radio communication if and when required
How many vehicles for the state police should engage in an active pursuit?

Regardless of the rank of the pursuit member who shall remain in control of the pursuit during its entirety?
The troop duty officer shall remain in Commanding Ashton troll regardless of the rank of the pursuing member.
What happens if there is an inter-Troop pursuit?

What are things that people in pursuits are never allowed to do?
- When fleeing suspects are Driving recklessly/hazardously, member shall not duplicate the recklessness.
- Members are strictly prohibited prohibited from driving the wrong way
- prohibited for pursuing motorcycles
- as well as using tire division deflation devices on motorcycles mopeds, scooters, buses, and trucks. - Pursuits and or cruisers will never pass a bus, -cruisers are never allowed to pass another police vehicle during the pursuit, and
- state police motorcycles and Non-department vehicles shall not be involved in a pursuit.
