What does SUP –01 have to do with?

What is the policy SUP-01 jurisdiction/mutual aid?
To ensure that its members are informed of the limits of their police authority and shall work incorporation with other law-enforcement agencies.
What are the limits on jurisdiction?
No service for industrial disputes, unless actual violence has occurred and only ordered by the governor.
-No police powers on a reservation unless the person in charge of the reservation or property requests it.
-No police powers, correctional facilities, except by the direction of the principal officer.
What is the New England state police administrators, compact? Or NESPAC?
-It’s an agreement for mutual aid for adjoining states.
-Corporation and assistance in detecting an apprehending those engaged in criminal activity
-Establishing maintaining information sharing system. Aid and assistance in the event of police emergencies. -The granting of powers, duties, rights, privileges, and immunities of police personnel when rendering such aid.
How are request for mutually aid made?
When approved by the Colonel, personal or resources may be provided that no cost to other law-enforcement agencies.
The example of how this happens:
-nature and duration of request
-Contact information for requesting departments officer in charge (OIC)
-expenditures, if any which shall be born by the crossing agency
-Colonel request authorization from EOPS
What happens in the event of an unusual natural or man-made emergency situation?
The Colonel shall request authorization from it EOPS:
-seek assistance from any appropriate state/federal agency
-seek assistance from Massachusetts, National Guard and
-great person from outside the department powers as a state police officer.
What happens in the state of emergency?
Upon declaration of a “state of emergency“ by the governor, all members shall immediately contact their duty assignment, supervisor, or other office within their chain of command for specific instructions. ***Only time you don’t is if you are on suspension injury or other approved leave.
What happens after after the state of emergency?
OIC rendering aid shall make a complete and accurate accounting for personnel, time expended, specific action, equipment utilized, and after action report.
After the incident, what may the colonel require?
A division commander to complete an after action report unifications to determine if: PPRP or followed
-See if any deficiencies or inadequacies or corrections were needed
-or conclusions, opinions or recommendations made
What is SUP– 03?
Media relations
What is the policy of media relations SUP – 03?
Department shall provide the media in public with information on department operations while ensuring the individual rights are protected. Media relations shall serve as the public information of the department.
Who is the authorized source for dissemination of all press releases?
Media relations or the office of the Colonel.
How shall employees treat official business of the department?
As confidential information. Employees shall not:
-disseminate information and violations of R&R.
-Disseminate information prohibited by this policy
-disseminate information, prohibited by federal or state law, or court order.
Who is responsible for the coordination and release of information related to victims, witnesses, suspects/defendants, confidential, and investigations in operations?
Media relations
Who shall coordinate with the office of the superintendent on the release of information related to joint operations conducted by the department in conjunction with other public service agencies?
Media relations
Who releases information obtained through any state motor vehicle database?
No one. Motor vehicle databases are not released to the public.
When a member is involved in the incident or significant event that may be considered of interested in public, what happens?
The member or the desk officer shall contact media relations to provide the necessary information.
What are examples of significant news or events that might be of interest to the public?
-A significant arrest or investigation
-Search or rescue
-Motor vehicle crash with fatality or life-threatening injuries
-large scale department, law-enforcement operations or
-Incident involving the department and other public service agencies involved in a mutual effort
When might need a relations need assistance?
Troop commanders shall assist meteor:
-coordinating news
-Preparing and conducting news releases in the absence of media relations member
-positive news stories involving the department
What is the information that is generally appropriate to disclose to the media by department members?
-Typical crash
-name of occupants involved if over 18
-cause of crash if known
-road and weather
-information from the public like time and place of arrest, arrested, adults, name, age, town, cart, charges, and bail status. Name and rank of investigating officer or resting member except for undercover officers.
What shall division/Troop/Section commanders do for information for dissemination?
Shall approve, coordinate and or release information concerning confidential investigations, operations, in emergency/critical situations to the media relations.
Who would be preferred to disseminate information for incident happening outside of the department?
It would be preferred that the AGO’s office, DAs office, or the office of the state fire marshals or any outside agencies, generate news releases regarding a crime to that specific office, and coordination with meter relations when members of the department are involved
What if members are assigned to the AGO, DA, OSM or other agencies?
They shall not become unilaterally involved, immediate relations efforts, unless approved by the Colonel or media relations
Who shall conduct media interviews?
The highest ranking or most experienced member on duty in the order of:
-Media
-Troop/Section/unit commander
-Troop/Section/unit, Duty Office
-A supervisor training or experience to give interview
