How do you make sure everyone can see a Saved Search you are creating?

Saved Searches are Private by default. Use the Owner option to specify what individuals can see your search or you can Select PUBLIC so everyone can see it.
Relativity Administrators can see all searches.

How can a User make All their Saves Searches in future save as Public By Default?
A
You can configure Relativity to make your saved searches public by default. When you create a search, the Owner box will display Public. In My Settings, select Public in the option Default Saved Search Owner.

Click the icon that looks like a pencil in a stop sign circle thing. Turn that icon blue and voila. Read-only yo.
