Clear and established structure (BAU) not transient (Projects)

Progress is difficult to establish
PM has little control, Functional line manages has all control over resources
Client has no one-point of contact
Loyal to function - distract from project
Comms takes longer as several lines of management

PM has line authority - No negotiation for resources
Quick decision manking
Clear Comms
Team dedicated to project
Good team spirit - highly motivated, support, share ideas, help, etc
Develop a wider skill base - involved in many aspects of the project works
Clear goals = focus

Resource conflict - difficult to share across projects
Isolation of team - overall business strategy and Policies
No general training
Possible redundancy at the end of the project

Various projects can be managed in this way

Work overload - day job and project
