What is uniform?
Taken to mean the clothing provided by the organisation to undertake the role.
For the majority of staff this will be readily identifiable police uniform.
For police motorcyclists engaged in off road enforcement activity this is deemed to be the protective clothing (PPE) provided by the force for this specific purpose
What is premises?
The term premises in relation to this section does not include a private dwelling house although a garage or land adjoining a private dwelling house is included
What is designated PCSO?
In Gwent all police community support officer will be classed as designated
Section 59 of the police reform act 2002
Provides police officers and police community support officers in uniform with the power to seize and retain motor vehicles under certain circumstances when a specified offence is also linked to ASB
Section 163 (2) of the road traffic act 1988
A person riding a cycle on a road must stop the cycle on being required to do so by a constable in uniform or traffic officer
What is a restricted vehicle
One whereby a maximum speed limit has been determined due to the nature of the vehicle itself
What is a restricted road
A road where there is provided a system of street lighting by means of lamps place not more than 200 yards apart
What is common land?
Subject to rights of common where those rights are excercise legal at all times or only during limited periods
Waste land of a manor not subject to rights of common
But does not include a town or village green or any land which forms part of a highway
Section 34 road traffic act 1988- off road driving
A person commits an offence if they without lawful authority drive an MPV on either
Any common land, moorland or any land not forming part of a road
On any road being footpath, bridleway or restricted byway
Unless
They drive the MPV on any land within 15 years of a road for the purpose of parking the vehicle on the land
Or is driven there to save life or extinguish a fire
What is TOR?
A traffic offence report that relaxes all road traffic fixed penalty notice( both endorsable and non endorsable)
But not graduate FPNs and PNDs
Section 75 of the road traffic offenders act 1988
Allows a conditional offer of a fixed penalty notice when one is not issued at the time of the offence
Section 37 road traffic act 1988- traffic signals
Pedestrians must also stop if signalled to do by a PC in uniform
Section 35 road traffic act 1988- traffic signals
Offence to fail to conform to the signals given by a police officer or traffic warden
Section 163(3) of the road traffic act 1988- failure to stop
Failing to stop is an offence
In these cases, constable have a power under section 17(1) (c) of the police and criminal evidence act 1984 to enter premises to arrest the person

Allows for the random stopping of vehicles, when an officer can use the powers vested in them by the following sections of the road traffic act 1988 require certain information to be divulged
