What are the Safety Limits?

A

2.1.1 Reactor Core SLs
* DNBR ≥ 1.34
o Prevents overheating the cladding.
* Peak fuel centerline temp < 5080°F (↓ by 58°F per 10,000 MWD/MTU for burnup and adjusting for burnable poisons). (4901°F Framatome fuel)
o Prevents fuel melt.
* Applicable in Modes 1 & 2
* Restore and be in MODE 3 within 1 hour.

2.1.2 RCS safety limit - pressure ≤ 2750 psia
* Applicable Modes 1 – 5
o Modes 1-2: restore / MODE 3 within 1 hour.
o Modes 3-5: restore within 5 minutes.
* Protects the integrity of the RCS against overpressurization. (Protects the RCS fission product barrier)

Safety Limit Violation: Notify NRC within 1 hour AND NRC permission required to start-up.

A

LCO 3.0.3
* Action shall be initiated within 1 hour to place the unit, as applicable, in:
o MODE 3 within 7 hours
o MODE 5 within 37 hours
* LCO 3.0.3 exceptions are stated in the individual LCOs. (example: all three AFW trains inoperable)
* Only applicable in Modes 1 - 4.
* Log entries required for LCO 3.0.3 entry and when preparations are made for a controlled shutdown (per Conduct of Ops)
* Notify NRC within 1 hour of starting the shutdown (per Conduct of Ops)

A

LCO 3.0.4 / TLCO 3.0.100.4
* If LCO is not met, entry into a MODE or other specified condition in the Applicability can only be made if:
o 3.0.4.a: actions allow operations for unlimited period of time (isolated CIV / bypassed instrument / PAM / airlock)
o 3.0.4.b: for systems and components, risk assessment, implement actions, if not an exception (CSP inoperable)
o 3.0.4.c: allowance is stated in the individual value, parameter, or other Specification
 RCS activity LCO is the only spec that 3.0.4.c applies to

What is the purpose of LCO 3.0.5?

A

LCO 3.0.5 / TLCO 3.0.100.5
* Equipment removed from service or declared inoperable to comply with Tech Spec Actions, can be returned to service under admin controls.
* ONLY allowed for operability testing only. Allows violation of a required action.
* Examples:
o Restoring an instrument for an ST that has been bypassed due to being inoperable
o Un-isolating an inoperable CIV if the ST for restoring operability has to be performed with the CIV in-service
o Closing an inoperable RTB to perform testing
* LCO 3.0.5 is NOT allowed for corrective or preventive maintenance.

    o Both trains of supported equipment are inoperable. However, you only need to enter Conditions of the support system.

  • LCO 3.0.6 usage is optional. If not used, cascade and enter all supported LCOs
  • LCO 3.0.6 cannot be applied to non Tech Spec components
    o A train EW inoperable: enter conditions of SDC TRM spec (3.0.6 not applicable to TLCOs)
    o A train HPSI room AHU non-functional, declare HPSI inoperable and enter the LCO for HPSI (AHU not covered by an LCO)
  • Maximum Out of Service Time (MOST)
    o Ensures an inoperable supported system’s Completion Time is not inappropriately extended.
    o MOST = Support restoration time + Supported restoration time [EW (72 hrs) + HPSI (72 hrs) = 144 hrs MOST]

A

The ‘A’ HPSI pump may be declared inoperable. However, an immediate operability determination (IOD) may be performed, and as long as the results from the IOD indicate performance of the surveillance test would show the pump complies with the LCO, the pump may remain operable pending performance of the surveillance. The surveillance must be performed within the greater of 24 hours or the full surveillance frequency. If delayed greater than 24 hours, a risk evaluation must be performed.
