Procedure
The purpose of paid duties is to
- increase public safety
- meet certain legislative requirements, and
- make business and event organizers financially responsible for police resources they may require as a result of their activities.
During the hours when the CPDO is closed, customers may contact the TPOC to report an officer who has failed to report for a paid duty.
The following list details the different types of paid duties
- Traffic Control – assigned to control the flow of either vehicles, pedestrians, or both, on a roadway, sidewalk, or in a parking lot.
- Visibility – a traffic control detail that requires a paid duty vehicle for visibility purposes only.
- Mobility – requires the officer to be mobile throughout the Greater Toronto Area. Upon arrival to the destination/site, the paid duty vehicle is for visibility purposes only while performing a traffic control detail.
- Security – is a detail to ensure the safety of the public. Security details are for licensed establishments or other organizations.
- Escort – is a detail that includes a paid duty vehicle to facilitate the movement of either a wide load (must have a City of Toronto issued permit), traveling film shoot, or procession.
- Film – is a detail for a production company. This assignment can be either a traffic control detail, escort, security or special effects (Explosive Disposal Unit).
- Short Notice – a detail that is required because of permits or legislation and is granted to officers as soon as they apply on a first come, first serve basis. A short notice paid duty can also be at the discretion of the CPDO based on the circumstances of the request.
- Special Event – means an event that is planned, organized or produced by an individual, agency or group that requires police resources in addition to or redirected from normal police operations or through paid duties.
- Priority Event – is an event that has been deemed necessary to fill due to the size and/or span of the event. Priority events are the only details where the hours worked do not count towards the maximum hours worked in a twenty-four (24) hour period. Typically, events such as marathons will be a priority event.
- If assigned a paid duty vehicle to assist with any of the above details, upon arrival at the destination/site, the vehicle is to be used for visibility purposes only, while performing a traffic control detail.
A paid duty SHALL not commence at a location outside of the City of Toronto, except where
approved by the Chief of Police. Also, paid duties SHALL not be performed beyond the boundaries of the City of Toronto.
Prohibited Functions
Paid duties SHALL NOT be performed:
- on behalf of an employer or union in relation to a labour dispute
- at a function likely to promote a confrontation between participating groups including, but not limited to, annual general meetings, termination of employees by an employer, protests and get belongings, and/or
- as a bodyguard service.
Restricted Functions
The following types of paid duties will not generally be performed
- escort or security of money
- escort or security of valuables
- paid duties in plainclothes, and
- events for political parties or politicians.
Supervisory Requirements
- When four (4) or more police officers are assigned to a paid duty, such officers SHALL be supervised by
a paid duty sergeant/detective.

- When ten (10) or more police officers are assigned to a paid duty, such officers SHALL, in addition to a sergeant/detective, be supervised by a
paid duty staff sergeant/detective sergeant.
Eligibility
Uniform Paid Duties
Officers must meet the following eligibility requirements in order to perform a paid duty
- be an active member and not be
o on a leave of absence from active duty with the Service
o unable to perform regular duties as a result of sickness or injury
o performing light or restricted duties or on a special accommodation that prevents them from front line duty
o suspended from paid duties for disciplinary reasons
o restricted from performing paid duties - have current Use of Force certification
- not be assigned to recruit field training
- meet Service uniform dress and appearance requirements, and
- if a new recruit, must have worked a minimum of 3 full cycles in their unit

Uniform officers may be restricted from
certain types of duties if they do not have the required specialized training or have been assigned to a conflicting paid duty.

Circumstances may occur where a staff sergeant will be eligible to work the paid duty as a sergeant and will be paid at the rate of a sergeant. In such situations, higher ranking officers SHALL
respect the paid duty role and supervisory structure they are assigned (for example, if a staff sergeant has elected to perform a paid duty as a constable, the staff sergeant will accept the role of the constable for that assignment). Staff sergeants are reminded that in exceptional circumstances, they SHALL be prepared to assume the role of Incident Commander when required.
Vehicles Used For Paid Duties
All vehicles required for paid duties must be retrieved from the Assigned Paid Duty Vehicle Location. Vehicles for paid duties are situated at
Traffic Services (TSV), 12 Division (D12), 33 Division (D33), 42 Division (D42), and 43 Division (D43).
Vehicles Used For Paid Duties
Divisional vehicles may only be used in exceptional circumstances, with the approval of the
divisional Unit Commander. Upon completion of the paid duty, all vehicles SHALL be returned to their assigned unit.
Vehicles Used For Paid Duties
Officers are prohibited from using a Service vehicle for the purpose of transporting paid duty officers to job sites. In addition, Service vehicles SHALL not be used for
transporting private citizens or goods at the paid duty location, even if requested by the event organizer/contact.
Review of Permits at Paid Duty Assignments
There are three (3) types of Special Occasion Permits (SOP)
- Private Event: Issued for events where only invited guests will attend. These events cannot be advertised and there is no intention to profit from the sale of alcohol.
- Public Event: Issued for events that are open to the public. Public events can be advertised and allow for fundraising/profit from the sale of alcohol.
- Industry Promotional Event: Issued for events held to promote a manufacturer’s products through sampling. There can be no intent to gain or profit from the sale of alcohol at the event.
If accepting a paid duty that is required by a permit, officers should review the conditions of the permit and ensure that the customer is in compliance with the stated requirements.
Requests from the Ministry of the Solicitor General
The Ministry of the Solicitor General may request paid duties to provide prisoner security at hospitals within Toronto. A minimum of two (2) officers SHALL be assigned to such paid duties.
When attending prisoner security paid duties, officers SHALL ensure the following
- except for visits with legal counsel, no visits are permitted for inmates without the authorization of the General Duty Manager of the applicable detention facility
- inmates are not permitted to initiate or receive telephone calls without the authorization of the General Duty Manager of the applicable detention facility
- all approved telephone calls SHALL be dialled by the Service member on the paid duty who SHALL confirm the identity of the person being contacted prior to the inmate being permitted to speak on the telephone
- only the Service member on the paid duty is permitted to answer the telephone.
- the inmate must remain in proper restraints at all times unless otherwise approved by the General Duty Manager of the applicable detention facility, and
- if the prisoner is to be moved to another location within the hospital or to another medical facility, the General Duty Manager of the applicable detention facility, the CPDO and the on duty staff sergeant at the host unit SHALL be notified as soon as practicable.

Officers performing paid duties SHALL ensure that they do not exceed sixteen____ of work in any given ____consisting of both regular duties and paid duties. Supervisors are reminded to continually assess fitness for duty requirements of officers performing paid duties.

- Regular duties such as any scheduled duty, including court, overtime and call backs SHALL not
overlap paid duties. A member SHALL not accept a paid duty when still being paid for court even if excused. Any paid duty SHALL not start until the officer has completed their court appearance as defined in the Collective Bargaining Agreement.
Recording and Reporting of Officer Time at a Paid Duty
Officers SHALL not accept a paid duty or combination of paid duties where:
- the total number of hours worked in a twenty-four (24) hours period will exceed sixteen (16) hours on a day of a scheduled tour of duty
- the total number of hours worked in a twenty-four (24) hour period will exceed sixteen (16) hours on a scheduled day off, inclusive of court or call backs
- the total number of paid duty hours worked will exceed sixteen (16) hours in a twenty-four (24) hour period; the period commences at the start of the first paid duty.

Paid duties will not be scheduled in excess of twelve ____. In exceptional circumstances, paid duties may be extended beyond twelve _____due to the operational needs of the customer. Officers SHALL have a minimum of _____ between the end of the total combined ____ prior to the commencement of a new paid duty in a twenty-four (24) hour period.

Officers SHALL not be granted a partial day of lieu time in order to perform a paid duty.
Recording and Reporting of Officer Time at a Paid Duty
At the conclusion of a paid duty, officers are responsible for immediately reporting off duty to the OIC of the elected reporting location (home unit, host unit, assigned paid duty vehicle location). Officers are responsible for returning all Service equipment to the appropriate location and completing the paid duty timesheets. Failure to do so may result in
delays in processing payment for that paid duty and other paid duties associated to the customer.
Police Officer
- Prior to applying for a paid duty assignment SHALL
- ensure the paid duty does not interfere with regular police duties
- ensure no portion of the paid duty overlaps with regular duty, including appropriate travel time of at least one hour
- ensure that the total combined number of paid duty hours and regular duty hours will not exceed sixteen (16) hours in a twenty-four (24) hour period (the twenty-four (24) hour period commences at the start of the paid duty or regular duty)
- SHALL not accept a paid duty or any number of paid duties exceeding sixteen (16) hours in a twenty-four (24) hour period, where the twenty-four (24) hour period commences at the start of the first paid duty on a scheduled day off
Police Officer
- Prior to the start of a paid duty assignment SHALL
- sign in on the divisional paid duty log sheet and parade on duty at the elected reporting location.
- obtain all necessary equipment required for the paid duty from the elected reporting location prior to attending the paid duty location, except in circumstances in which a Service vehicle is used to perform the paid duty where the officer will obtain all necessary equipment from the assigned paid duty vehicle location
- review the paid duty system and personal communication for all information associated with the paid duty, such as location, contact person and specifics associated with the paid duty assignment
- ensure they have sufficient time to get from the home unit to the paid duty location by the commencement of the duty
- sign on with a communications operator upon arriving at the paid duty location
- Officers may be redeployed as required to support operational needs. TPOC will provide notification and instructions to reassign officers.
Police Officer
- While performing a paid duty SHALL
- not park their personal vehicles within a road closure area or in a manner that will obstruct the flow of traffic
- not use their personal vehicle to transport persons and/or cash for the customer
- not use their personal vehicle to change locations during a paid duty

- Upon becoming aware that the paid duty assignment is expected to exceed 12 hours in duration SHALL immediately notify
- the OIC of the elected reporting location
- the communications operator of the host unit of the adjusted hours
- the CPDO, or if the CPDO is closed the OIC – TPOC
