19-10 Unit Operational Continuity Plan Flashcards
What is the Rationale?
Each Unit Operational Continuity Plan (Plan) is developed and written to ensure that the Toronto Police Service (Service) would be able to continue to deliver core police services under adverse circumstances.
Procedure
Emergency backup 5kw portable generators are located at each division, and the Service has
three (3) 50kw portable generators on trailers that can be transported to locations as needed.
Planner
- When designated as unit planner SHALL
- develop a Plan using the template as approved by EM&PO if one does not exist
- review and revise the Plan annually to ensure it remains current
- ensure the Plan includes procedures for accommodating an evacuated unit
- ensure a copy of the Plan is accessible to all supervisory staff and located with the Officer in Charge or near the point of entry of each facility
- send an electronic copy of the Plan to EM&PO – Emergency Management Section
Supervisor
- Upon being notified that an emergency recall is necessary SHALL ensure that all members assigned to their section are
contacted and immediately ordered to report for duty.
Officer in Charge
- Upon becoming aware of a situation that may adversely affect the Service facility, or the safety of its occupants SHALL
- consult and comply with the Plan
- notify the following forthwith
o their Unit Commander
o Communications Services
o Toronto Police Operations Centre
Officer in Charge
- Upon determining that evacuation of the Service facility is necessary SHALL
- notify the Officer/Person in Charge of the accommodating facility
Officer in Charge
- Upon being notified that an emergency recall is necessary SHALL contact
the Unit Commander and off–duty supervisors in charge of sections on the emergency callback list.
Officer in Charge
- In the event that a section supervisor cannot be reached SHALL notify
another supervisor to contact each member within that section and order them to report for duty.
Officer in Charge
- When required to accommodate a unit under evacuation SHALL
- render whatever assistance is required
- notify the Unit Commander
Unit Commander
- When in command of a Service facility SHALL ensure
- a unit–specific Plan has been developed
- a copy of the Plan is stored in a location accessible to all supervisory staff
- the Plan is reviewed and revised annually or more frequently if required to ensure it remains current
- training relevant to the Plan is delivered, as required
- the Plan is tested at least once each year and noted on the Unit Commanders Morning Report (UCMR)
- It is recommended that each platoon test the Plan annually.
- all facility emergency equipment (portable generators, lights and cables) is kept in good working order, physically located, and checked every 6 months and noted on the UCMR
- Fleet & Materials Management is immediately contacted to report any emergency equipment that cannot be located
- all supervisors are issued with an emergency callback list and that this list is retained in their residence
- a copy of the current emergency callback list is kept readily available at the desk of the Officer in Charge
Definitions 19-10
Emergency Call Back List means
a current list of the names, addresses and home telephone numbers of members assigned to a bureau, squad, unit or platoon.
Facility means
a unit, bureau, squad, building or facility occupied or operated by the Toronto Police Service and SHALL include all bureaux, squads or units within Headquarters, 40 College Street.
Operational Continuity Plan (Plan) means
a unit or facility specific process that ensures the unit would be able to deliver core police services under adverse circumstances.
