How was the PG governed?
By dual authority, the provisional government, led by Prince Lvov.
Petrograd Soviet.
What was the purpose of the PG?
The PG was set up to rule Russia, until a Constituent Assembly could be called up to set up a new system of government.
Even from its title, it was never meant to be a permanent body, and it didn’t have the power to make major decisions.
What difficult issues did the PG have to deal with?
Redistribution of land.
Radical social reform.
Independence for national minorities.
Too much was expected in a short time.
What did the Petrograd Soviet pass?
Order No. 1 in March 1917.
Gave them control of the armed forces, so made them stronger than the Provisional Government.
What did not last? Why?
The honeymoon of the revolution did not last.
People’s expectations of change developed.
What happened to the leaders of the Mensheviks and SRs?
Leaders of the Mensheviks and Socialist Revolutionaries became associated with the PG and so they were tired to its failures.
What was the PG’s biggest failure?
The PG would not end the war or give the peasants the right to redistribute land among themselves.
By the end of August 1917, Alexander Kerensky faced a range of problems.
