A

  1. any forecast deterioration in the weather.
  2. Plausible single failure of airborne or ground facility.

A

At least Reserve fuel+15 mins must remain at destination.
1. Two separate runways must be available and usable.
2. Appropriate weather reports for ETA +/- 1 hour at destination show cloud base as circling +500ft or 2000 agl whichever is greater
and
3. Visibility 5k.

Within two hours, two separate runways can be considered as two separate aerodromes as long as account is taken of any ATC delay.
