Purpose
To determine set of necessary conditions to meet the biz needs
Description
Future state will be define at the level of detail:
- allows for competing strategy to archive the future state
- provides clear definition of the outcomes
- detail scope of the solution space
- allows for value associated with future state to be assessed
- enables consensus to be achieved among key sh
Input
Biz reqs: the problems, opportunities or constraints that the future state will address

Goals are long term, ongoing and qualitative statement of a state or condition that org is seeking to establish and maintain
Objective are measurable enable teams to know if needs were addressed and whether a change was effective
Objective ensure SMART

Defines which kind of options will be consider

Describe aspect of the current state, aspect planned future state that may bot be changed by the solution or mandatory elements of the design
Constraints may reflect any of:

Policies
Limit on the number of resource available
A req that certain sh not be affected by the implementation of the solution
Restriction base on skill of team and sh
Compliance with regulation
Any other restriction

Org structure and culture may need to change to support the future state

New or changed capabilities and process will be needed to deliver new product or services to comply with new regulation or improve the performance or the enterprise
