A

He was an opposition leader and led the movement known as Nyaya Yudh. He also formed a new party Lok Dal. His party joined other parties also in opposition. He promised that once his party won the elections the government would waive the loans of farmers and small businessmen.

A

Devi Lal became the new Chief Minister on being chosen by the MLA’s. After becoming the CM his government issued a government order waiving outstanding loans of small farmers and small businessmen. His party ruled for four years and lost the elections to congress in 1991.

The electoral system ensures so by rewarding and punishing the leaders. They are forced to provide service even if it is for their own benefits. The people of the country rearward and punish them.
