What is the Bichard Review?
commissioned by the Governing Council in 2021, following a recommendation in the Levitt Review that sets a new direction for RICS for: purpose, governance and strategy. Aim to create a new sense of purpose and direction and is capable of tackling future challenges.
Review advised on 36 recommendations
How has COVID affected construction?
TW saw an increased demand as people spent more time at home
Project delays
Sending workers home, social distancing reduced productivity
Closure of factories resulted in higher material costs
Financial difficulties especially for SME’s, so less specialist services / labour
Reduced need for inner city offices, reducing rental income
How has Brexit affected construction?
The impact of Brexit, particularly the reduction in available foreign labor, has exacerbated skills shortages within the construction industry. So has increased labour costs
Political instability and Brexit have contributed to rising construction costs, including increased materials costs.

How has UK politics affected construction?
-TW secured a £3 billion emergency funding loan to avoid government control (temporary nationalisation) and potential bankruptcy, and attract new investors.
Now seeking outside investment from American private equity firm
OFWAT said TW can increase bills by 35% over the next five years, but TW said needs 53% rise to fix pipes and keep up with demand.
-Planned investment in infrastructure: Chancellor Rachel Reeves approved extending HS2 to Euston
-Labour pledged to build 1.5 million homes in their term , with 300k eco friendly sustainable homes annually
-Training initiatives for construction skill shortage. Banning zero hour contracts to encourage people
Ethical concerns of AI?
-Valuations susceptible to relying on bad data to skew results
-Not always transparent, which is key in RICS red book property valuation
-In my opinion human input always needed for now
How has USA politics affected construction?
Currency fluctuations of dollar before and after elections affects everyone else
Impact on interest rates. A rise dampens demand on mortgages,
USA tariffs: British exporters face a 10% extra charge on goods sold into the US. But not affected Gleeds as doesn’t apply to services.
But has increased prices of tenders of USA data centres

Russia Ukraine war caused increase in inflation, materials and energy costs

What is the procurement act 2023?
-Introduced The Central Digital Platform
(CDP) to simplify/modernise public procurement…. It is a centralised hub to streamline government procurement activities by making it easier for suppliers to find/bid for public contracts, and for buyers to meet transparency commitments
….it’s simple registration removes barriers for SME’s to bid
-now require companies to demonstrate factors such as
environmental responsibility to secure contracts.
-New “competitive flexible” procedure, allows for a tailored process that aligns with the specific needs of the procurement.
-SMEs receive payment within 30 days.
-8 year maximum for framework contracts
Please explain your understanding of domestic reverse charge?
-introduced in October 2020 and Main Contractors will no longer make VAT payments to their suppliers/subcontractors and
instead will now pay HMRC directly.
• results in suppliers and subcontractors no longer receiving the 20% VAT value on invoices which previously served as a short-term loan until the supplier paid the VAT to HMRC
-IMPACT: REDUCED SUBCONTRACTORS CASH FLOW and MAY SEE PRICES INCREASE

What is the RICS social media guidance
RICS introduced the Guidance Note ‘Use of Social Media: Guidance for Members 2021
Treat face to face and social media communication the same
Must not undermine public confidence/trust in the profession
RICS will investigate if a social media post is: Discriminatory, Dishonest, Abusive or threatening, Likely to cause significant harm/distress/offence, Ignores previous advice/warnings
Please explain your understanding of the RICS Inclusive Employer Quality Mark?
-designed to improve diversity and inclusion within the property and construction sector.
-The scheme requires employers to pledge their commitment to adopting and continually improving against the following six principles:
o Leadership and Vision.
o Recruitment.
o Staff development.
o Staff retention.
o Staff engagement.
o Continuous improvement.
• Participating firms will be required to assess their performance against the criteria on a bi-annual basis.
• RICS will use the assessment information to document the outcomes and trends for the profession as a
whole.
• Participating firms are able to use the branding of, ‘Signatory to the RICS Inclusive Employer Quality
Mark’.

Please explain your understanding of how the RICS define
Professional Standards vs. Practice Information?
-Following the Birchard Review the RICS have introduced two new
definitions (supersede the former definitions Professional Statements, Guidance Notes and Codes of Practice etc.)
• Professional Standards - mandatory requirements for RICS members/firms for competence and ethical behaviour, using the word ‘must’, or ‘should’ for best practice
• Practice Information – supporting guidance to advise on delivering specific services/areas of practice. Not mandatory or with explicit
recommendations. Can refer to processes, toolkits, checklists, insights, research and technical information or advice.
Please explain your understanding of the guidelines around use of the
RICS Logo?
-guidelines are split into:
-Rules of Conduct for Firms use of the RICS logo and designation.
-Guidelines for Personal Use of the RICS logo.
-usage which is approved by the
Standards and Regulation Board.
-only qualified members can use logo for
personal use eg Business Cards & E-mail signatures.
-No font/colour adjustments to logo and minimum clearance around logo

Used to be plastic but now digital to reduce plastic/be sustainable
Following the Grenfell Disaster are you aware of any guidance the
RICS has published to support fire safety?
• RICS has published the Guidance note ‘Cladding for Surveyors March 2021’ to support surveyors working on Multi-storey and multi occupancy residential buildings.
-document aims to improve surveyors knowledge of external wall cladding systems that may be considered within the External Wall Fire Review.
-Whilst the document is useful and
fire safety is of great importance.. it ultimately falls outside my area of expertise so would advice clients seek advice via a professional fire risk
assessment.
