What is Renters Reform Bill?
A bill to make provision changing the law about rented homes, including:
Abolishing fixed term assured tenancies & ASH Tenancies
Imposing obligations on Landlords & others in relation to rented homes & temporary supported accommodation
What stage is Renters Reform at?
Introduced by Labour Goverrnment on 11th September 2024, has passed 2nd reading in HoL and is currently undergoing detailed scrutiny in Committe Stage as of 16th April 2025
Expected to become law later in 2025
What changes are the Renters Reform Bill proposing?
- Abolish Section 21 evictions
- Ensure possession grounds are fir for both parties
- Provide stronger protection against backdoor eviction
- Introduce a new Private Rented Sector Landlord Ombudsman
- Create Private Rental Sector Database
- Given tenants strengthened rights to request a pet in the property
- Apply the decent homes standard to the private rented sector
- Apply Awabbbs law
- Make it illegal for landlords to discriminate against prosepctive tenants in reciept of benefits or with children
- End the practice of rental bidding by prohibiting landlords and agents from asking for or accepting offers above the advertised rent
- Strengthen local authority enforcement
- Strengthen local authority enforcement
- will remove fixed-term assured tenancies.
Who is president of the RICS?
Acting President - Nick Maclean he also is Acting Chair for the Governing Council
Justin O’Sullivan - Stepped aside temporarily due regulatory review.
Why did Justin O’Sullivan stand down?
Mothgate - His involvement as an expert witness for the defendant in a case which focused on a couple who paid £32.5million for a mansion in Ladbroke Grove which they subsequently found to be infested with moths.
The presiding judge ruled in favor of the claimants & criticized Mr Sullivans testimony. Mr Sullivan denied any wrong doing asked the RCIS independently led regulator to assess the case.
SFI what is current status?
Stopped without warning on 11th March
Defra had previously said that 14 endorsed SFI actions would be available from summer 2025, now they have renegaded and said that these will be considered as part of the work to develop a ‘reformed more targeted SFI’
Details of the reformed SFI are expected to be released after the spending review and we will have to wait until summer 2025 before the next version, although it wont open for applications until 2026
Current agreements will be honored
SFI agreements which have been offered must be accepted within in 10 days starting from the 11 March
If application was submitted before the closure you will likely be offered any agreement if eligible
If in an SFI pilot and agreement has ended but you have not submitted a new SFI application you will be able to apply &the RPA will provide more info on this shortly
Capital Grants?
Defra breached their own rules by closing the Capital Scheme without warning despite promising 6 six notice.
Defra have announced that the Capital Grant Scheme will reopen in Summer 2025 the only detail we currently have is the spending caps:
Water Quality - £25,000
Air Quality - £25,000
Natural Flood Management - £25,000
Boundaries, trees & orchards - £35,000

From 6th April 2026 - changes will apply
100% relief from inheritance tax for agricultural properties would be restricited to the first million of combined agricultural & business property
