A

Stephen douglas proposed that the territory should be split ibto two seperate areas kansas and nebraska
> this is becasuse the areas couldnt be surveyed and sold unless there was territories ad there was money to be made.
>douglas argued that the issue of slavery in each area would be decided by pop sov which he thought he could get away with as it had worked in compriise of 1850. However th wasnt the case as the act was undermining the preexistant rulings of the missouri compromise from the 39 30 line
