What are the 4 COMMON PITFALLS to avoid when evaluating?
- focused on the resources and facilities (input) provided with the assumption that more inputs means good health care that not always true and leads to waste of resources
- limited to an enumeration of service actvities which indicate that the health agency has been quite busy but may not producing any beneficial result
- a quantitative bias that disregards for measures of quality. record keeping is just for counting purposes and not for quality services
- deficiences in the method of evaluation
