Describe the development of IDEA from its inception.

A

Began in 1990 as PL 101-476. It replaced the word handicap with disability and increased the number of categories of disabilities
1997 - allowed parents to get more involved, improved educational results and increased participation of special educators. It also prevented inappropriate misidentification and labeling
2004: known as PL 108-446: greatly emphasized using pre-referral services to prevent unnecessary referrals to special education and providing early intervention programs for children
