What does it mean that the City of Rockford is an At-Will employer?
Employees may leave without reason and can be terminated without cause

Employees may take up to 1 hour of paid leave to donate blood every 56 days after 6 months of employment

Employees are paid the difference between jury duty pay and their usual salary upon presenting court receipts
This applies to employees in the Introductory Period as well.
What is defined as Absence Without Leave?
Three consecutive days without proper notification
This can lead to disciplinary action.
What is the maximum duration of Blood Donation Leave under the Employee Blood Donation Act?
Up to (1) hour of paid leave every (56) days
Employees must have been employed full-time for (6) months or more to qualify.
What is the purpose of Election Leave as per state law?
To allow up to (2) consecutive hours of leave during polling hours to vote for federal/state/local elections
This applies if working hours begin less than (2) hours after polls open and end less than (2) hours before polls close.
Who is eligible for leave under the Victim’s Economic Safety & Security Act (VESSA)?
All employees
Maximum of (12) weeks during a (12) month period.

- Seeking medical attention for injuries
- Obtaining services from victim organizations
- Obtaining psychological counseling
- Participating in safety planning
- Seeking legal assistance or remedies
What is the required notice period for employees intending to take leave under VESSA?
At least (48) hours prior to commencement of leave
If impractical, certification of need for leave must be provided.
What forms of certification are acceptable under VESSA?
- Sworn statement by employee
- Documentation from victim services organization
- Police/court record
- Other corroborating evidence
