The policy of “Russification” was an attempt to impose the traditions, language, and culture
of Russia on all national minorities within the Empire. The belief was that this would lead to
one, united Russia, making the Empire easier to govern

Lithuania and Lativa and would only speak Russian which further alienated locals.
