The Okhrana was a Secret Police Force which was established through the Security Law of 1881
following the assassination of Alexander III. The chief aim of this organisation was to provide
security of the state by destroying enemies of Tsarism.

They were highly effective and skilled through their tactic of using undercover agents to
infiltrate opposition movements such as workers’ unions and political parties.
Analysis
The expertise of the Okhrana destabilised
anti-Tsarist movements and their ruthless
methods of oppression discouraged many
potential revolutionaries, strengthening the
control of the Tsar.

country of over 140 million people which
meant that it was overstretched and did not
weaken discontent.
