In 1721, the Orthodox Church was classed as a Government Department called the Holy Synod
with all senior leaders appointed by the Tsar.

The Church also ran 41,000 parish schools where children were taught messages of obedience
and loyalty to the Tsar from a young age.

The Church’s control and influence in
education reinforced messages of loyalty and
obedience to the Tsar which reinforced, from
a young age, the acceptance of the existing
social order with many believing the Tsar had
their best interest at heart, thus increasing
the security of the estate.

However, the Church was not at effective in
ensuring the security of the state in urban
areas as the population of urban cities and
suburbs increased which is evident as one
Moscow suburb of 40,000 people had only
one church and one priest in 1900.
