why was her gender a problem?
women were seen as inferior and unable to lead their country, negative historical precedent for female rules and there was confusion over who she would marry
how was her legitimacy an issue?
she was removed from the line of succession and declared illegitimate after the divorce
why was her religion a problem?
she was a devout Catholic which was a problem for the influential protestants, Edward didn’t want his reformation to be undone

the King was dying and so there was little time to legally pass an act of law
