A

North Carolina gained 12th district as a result of the 1990 census and created one black-majority distrcit in the new plan. Ag Reno sent plan back to require North Carolina to create another black-majority district (1st district). Five white residents of North Carolina, including Ruth Shaw, challenged new districts since separating citizens by race violated equal protection clause.
