- Existing staff may have been removed e.g. retirement or maternity leave

- Analyse the potential demand
- Analyse the skills of current staff
- ‘Close the gaps’ within the organisation

- Rate of unemployement in the area (is their sufficient labour)

- Are their incentives from the government to cover new training
- Are their universities or otherwise in the area to provide qualifications
- Are their other businesses in the area that might to looking for the same employees
- Will a new employee mix effwectivly with current workforce

- Keeps business up-to-date with changes
- Ensures the organisation has the necessary skilled people working
- Allows trainign programs to be introduced if neccessary

- Improves communication
