Suspect who is actively engaged in causing or threatening to cause death or great bodily injury to others
- The incident location will normally contain a large number of victims and potential victims
- The incident is active/on going when LEO arrives
ACTIVE THREAT
First responding officer establish perimeter, attempt to contain situation and wait for Regional Readiness Teams and Swat
TRADITIONAL RESPONSE
LESSONS LEARNED
When a shooter is active there is little time to save lives of innocent position in the middle= killing zone
- will usually kill people randomly until confronted by armed responders
- non-traditional response needed to reduce loss of life
- suspect have pre-planned the area
- location will be in a target rich environment/Heavily armed
The swift and immediate deployment of LEO to on going, life threatening situation where delayed deployment could otherwise result in death or great bodily injury to innocent persons, i.e. 1st responding officers may need to enter immediately, locate, isolate, contain, and or eliminate the threat.
NON-TRADITIONAL (IMMEDIATE) RESPONSE
- no time to obtain additional equipment
- no time for detailed info
- no time to wait for special equipment teams (swat, SRT, negotiators)
- Are unpredictable and evolve quickly
- Will usually move thru a building or an area until stopped by LEO, suicide, or other intervention
- Individuals does not expect to escape or survive
- Speed over within minutes
- Maintain flexibility in breaching and entry points
- Decisions for rapid entry or containment
- May transition to Hostage/ Barricade situation
Active Threat Considerations
- possessed by people who can screen out distractions while under great stress, focus on the mission and willing to go into harms way
- You may be forced to make decisions that could result in the death of victims and suspects, and/ or you causing injury or death to yourself

Moral Considerations
Once the heart rate is elevated, you may experience
- auditory exclusion
- tunnel vision
- loss of fine motor skills
- shallow breathing
- loss of depth perception
- muscle tension
- physical conditioning may enhance you ability to adapt and respond to physical and environmental stress
Physiological Considerations
On going action or condition that incites or quickens a physiological or psychological activity or response i.e. the LEO see the active threat/ shooter, gun shots (specifics location) screams, victims pointing towards a location
Stimulus
A sign or inference that something has taken place I.e. shell casing, blood trails, smoke, spent shell casing/ brass, smell of gunpowder, fire alarms and/ or sprinklers and bodies of victims
Indicators (Officer has indicators, but the location active threat is unknown)
Communications
- Locations be specific
- Type of event/ situational status
- Description (Head to toe to include race and sex)
- Number of suspects (Description of suspects if mobile)
- Approximate number of victims (including officers)
- Update dispatch if U change locations or situation changes
- Speed, Surprise, Violence of Action
- Move as fast as you can process and accurately shot
- Target Discrimination (see fast shoot fast)
- Communicate, Coordinate, Communicate
- Be aware of potential crossfire
