- involve persons of all ages in learning music
- support quality preparation of teachers
- use most effective techniques and resources in music instruction

The School Music Program: Description and Standards (1974)
- description of all aspects of an ideal music program. most popular publication in the history of MENC according to Lehman
- 1986 2nd edition presents MENC goals for 1990:
a. every student shall have access to music instruction in school
b. every high school shall require at least one unit of credit in music or other fine arts for graduation
c. every college and university shall require at least one unit of credit in music or the fine arts for admission
