What is a Detailed Development Plan (DDP)?
Regulates land and water use, as well as the built environment. Legally binding.
What powers does a DDP grant to municipalities?
Gives the municipality power to control new or modified construction.
What rights does a DDP grant to property owners/developers?
Grants rights regarding buildability.
How is a DDP proposed?
The municipality proposes the plan based on ideas from the property owner or developer.
What does a DDP include regarding construction?
Extent of construction above and below ground, use and function of buildings, distribution and size of apartments.
What documents are required for a DDP?
Plan map and plan description required. May include noise study, environmental impact assessment, flood risk assessment.
What does the plan description include?
Includes purpose, implementation, any deviations from the comprehensive plan, etc.
What is the first step in the planning process?
Planning Notification Request: Written request with purpose, location, map, construction data.
What is the municipality’s response time for a Planning Notification Request?
Municipality must respond within 4 months (cannot be appealed).
What is a Land Permit?
Required if the land is owned by the municipality.
What topics are covered in the Compilation of Planning Material?
Topics include noise, water, conservation, flooding, cultural heritage, geotechnics, etc.
What happens during the Consultation (Samråd) phase?
Municipality presents the draft plan and gathers feedback from stakeholders.
Who are the stakeholders in the Consultation phase?
County Administrative Board, other municipalities, tenant organizations, citizens.
What is the Review (Granskning) phase?
Minimum 2 weeks. Review document summarizes responses and comments.
Who makes the adoption decision for the plan?
Decision made by municipal council or committee.
What is required for an appeal and where can appeals be made?
Only those who submitted written comments during the review can appeal. Appealed to Land and Environment Court.
What is the implementation period for a DDP?
Implementation period: 5–15 years.
Who is responsible for public space during implementation?
Municipality responsible for public space.
What does the implementation agreement define?
Defines cost and responsibilities.
Who handles formal planning?
Municipality handles formal planning.
Who may be responsible for studies and documents?
Developer may be responsible for studies and documents.
