C) cannot be dealt with by emergency services or requires a coordinated response.

• evacuate any premises and exclude any person or vehicle from premises, for the preservation of life
• totally or partially restrict access on a public road/place
• requisition resources
• direct any person to stop any activity that may cause or contribute to emergency
