A
- 64% vote for primary legislative powers
2017 wales act - renamed welsh assembly to welsh parliament, gave wales further powers
- since 1999 Labour has allways been in power alone or in coalition

- controls health and social services, education, housing, economic development, its own composition and elections ect.
- collects 10% of wales income tax and can vary the bands/ rates

- during suspensions gov functions are preformed by westminster during which changes have been made (same sex marriage legislation)

- primary legislative control over areas not rserved to wetminster
- can legislate on some reserved matter with the support of NI secretary
- lacks major tax raising powers
