Scotlands current powers
tax
* income tax rates and bands, landfill tax etc.
* Holyrood now raises around 60% of the money it spends.
* Has the right to 50% of all VAT raised in scotland
health and social policy
* health service, social service, abortion law housing, local government, transport
education and culture
* sport, primary and secondary education alongside uni education, tourism
law and home affairs
* justice, police, elections
2014 scottish indipendence referendum
- 45% leave, 55% remain
- turnout - 85%
Scotland act of 2016
* gave scotland further powers as promised by Cameron if they chose to stay (income tax powers)
- sewel convention - westminster has to consult Holyrood before legislating on a devolved matter
Scotland act 1998
- Created the soctish parliament and gave significant legislative and tax varying powers
‘service devolution’ - powers over most public services; health, education, justice, agriculture and most transport
powers reserved to westminster:
defence, macroeconomic policy, foreign policy and constitutional matters
Scottish politics
- until 2007 Labour was in power
- since then SNPhas governed
Scottish parliament
Scottish parliament now has key consitutional powers
- since 2016, Holyrood can only be abolished by a referendum (making it a permanent part of UK constitution)
- controls its own composition and electoral system
2022 supreme court ruling
- UKSC ruled that the soctland act (1998) doesnt give the scottish parliament power to unilateraly legislate for an indipendence referndum
- it is a reserved power of the UK parliament
