To prevent pressurization to an unsafe level if the door is not fully closed, latched and locked. Initial rotation of the door handle opens the vent to equalize the cabin pressure with ambient pressure. At low press diff the door can be opened but at high pressure diff the handle can only be partially opened.
At very high differential the vent cannot be opened.

To prevent door opening at airspeeds greater than 80 kts. Allows limited door handle rotation, suffíciently to open the door vent but not to open the door.
If electrical power is removed or fails, the flight lock is springloaded to the unlocked position.
