Simplicity in ADM
A good adm plan is invariably a simple plan, as it is capable of alteration to meet any unforeseen circumstances during ops. Aim of the adm planning should be to meet the rqmts by adopting simple methods. Only a simple adm sys will function efficiently and stand the strain of the changing battle sit.
To achieve simplicity, following pts should be borne in mind [MARSS] 5
- Maintaining correct balance between centralization and decentralization in planning and execution.
- Adm and org procedures are simplified and system to be reduced to common sense appch.
- Reserves are to be cater for unforeseen eventualities.
- Standard org system to be followed.
- Simple solution should be adopted in case of options.
Economy in ADM
Economy implies to the judicious utilization of one’s available manpower and resource. Resources necessary for present and probable future ops must be in stockholding but the tendency to over ensure must be curbed. Hence demands to be kept to the min essential rqmts and reserve once used must be recreated immediately.
For the better economy of the resources, followings may be considered: How to ensure economy? [SRUUMMM Proper2 Control] 10
- Salvage arrangements.
- Recycling in use.
- Use of modern technology.
- ” ” local resources and improvisation.
- Min handling of stores.
- Max use of en’s captured equipments.
- ” ” ” PWs as per Geneva Convention.
- Proper maint and care of vehicles and equipments.
- ” medical org and CASEVAC system.
- Control of resources at the highest level.
Flexibility in ADM [PUUT - CAA] 7
- Proper distribution of resource and centralized control of tpt
- Utilise all avail agencies
- Use alt maint route and Tpt agencies
- Tac air supply give more flexibility
- Centralise control of tpt and adm at all level
- Ability to provide adequate adm sp to meet unforeseen rqr
- Adequate comn means
Factors affecting Admin/Lgs [COC - METL] 6
- Civil popn
- Op plan
- Climate
- Maint of comn
- En threat
- Trn
- Local resources
Essential Ingredients of Lgs System [PME – SAC] 6
The LGS system is required to fulfill the following condition: -
1. It should be Primarily designed to suit the strategy of the Army.
2. It must be capable of Switching over from peacetime to wartime rqmts with the last possible condition.
3. It should be most Economical so that effective use is made of the lgs resources available.
4. System should be capable of providing continued lgs sp during op.
5. Administrative installations and units providing lgs sp must be located within easy turnaround of fd fmn’s 2nd line Tpt.
6. Control should be simple and easy.
CAB SYSTEM In this system,
- Empty vehicles from the amn point (AP) return to the amn refilling point (ARP) via the check point (CP) (report) in the harbor in DAA.
- Immediately on passing through the check point, a similar filled vehicle is sent fwd
from the DAA to the amn point. - The original vehicles move to ARP and having filled reverts to the DAA.
- This system is used in intense pds of ops when amn consumption is likely to be high.
- This system saves time BUT needs more vehicles.
CHAIN SYSTEM
- Empty vehicles from the Amn point go to Amn refilling point (ARP) via check point.
- Same vehicles after having refilled returns to the Amn point.
- The system is used when the amn consumption is low.
- Takes more time and used when sufficient vehicles are not available.
Reserve. Defined as quantity of stocks required to be held for [Emergency – DUMI] 5
- Emergency.
- Delay in procurement and transit.
- Unforeseen fluctuations/interruptions.
- Misfortune.
- In peace it includes provisions for rqmt from outbreak of hostilities to normal supply from production.
Level of reserve decided by [IQ – En] 3
- Intensity of op.
- Quantity of stocks decided in consultation with GS who may control reserve of op e.g. imp item such as amn. (Res designated after cont fmn e.g. AHQ res)
- En threat.
Maint Org in comn zones [BA – FDR] 5
- Base depots/installation.
- Advance depots/installation.
- Fwd depots.
- Dumps.
- Replenishment points
Chain of Replenishment of Stock
- AHQ depot and installation
- Army maint area (AMA)
- Corp maint area (CMA)
- Fwd maint area (FMA)
- DMA/DAA
- BMA/BAA
Commodity System
It implies that separate vehicle is earmarked to carry amn, POL and supplies.
This system is most economical and should be practiced whenever possible.
Adopted when the Div is concentrated.
Established on Div basis.
Composite System
In this system all or part of a sub unit can operate with a Bde gp to provide all three commodities.
Less economical
Adopted when en has air superiority and when Bde/Bde gps are widely dispersed.
Established on Bde basis.
Factors Affecting Turn Around [Time2 – CS] 4
- Time taken for loading and unloading.
- Circuit of action.
- Time for maint, rest and meals.
- Speed of movt
