also in the Netherlands but nit part of the uN and separate from the ICJ

A
- 2002
- as a criminal court for the most horrific crimes including genocide and crimes against humanity

how is it different to the ICJ
A
instead of trying states, it tries individuals or groups that violate international law

Successes
A
- has successfully tried a range of criminals- in 2014 Congolese war criminal Katanga was sentenced to 12 years in prison for mass atrocities during the second Congolese war
- its investigations extend globally with current investigations in Sudan and Palestine

weaknesses
A
- states are able to withdraw, meaning its rulings can be ignores. China, USA and Russia aren’t part
- perceived bias against African states caused the African Union to threaten to urge its members to withdraw
