The Scots promised Mary to Mary the four year old heir to France Francis and Mary was sent to France to be raised at the court of Henry II.
France was a catholic country and in 1558 they got married, but Francis died from an ear infection the following year.
In 1560 Elizabeth helped defeat Mary of Guise who had been ruining Scotland. France did not like England

Why did Mary flee to England
By Mary marrying Bothwell, the chief suspect in the Earl of Darnleys murder she turned the Scottish against her. Bothwell was exiled and Mary was imprisoned but escaped in 1568, but her army was defeated near Glasgow. Her son James was made king, and Mary fled to England
Why was Elizabeth scared of Mary
She refused to give up her claim to the throne, and she had a male heir. She could get support from Catholic nobles and revolt
Why did Elizabeth not execute Mary
She was her cousin
She would be seen as a tyrant
Mary would be seen as a Martyr
It would go against the divine right of kings which would out herself in danger
